Eileen I. Elliott is a partner of the firm.  She joined SDRS in 2005 to expand the firm’s practice into the field of health care law, an increasingly complex area that includes state and federal regulatory compliance, litigation, corporate and commercial issues, organizational governance and governmental relations. Eileen serves as counsel to a variety of health care providers and human services organizations, handling their personnel, contractual, compliance and general legal issues.  Eileen was extensively involved in health care legal and public policy issues during her tenure with the State of Vermont, most recently serving as the Deputy Secretary of the Agency of Human Services (2003-2005).

Prior to that, she was Commissioner of Vermont’s Social Welfare Department (1999-2003), which included Medicaid as well as the state-sponsored health insurance and pharmacy programs. From 1993 until 1999, she worked for the Office of the Attorney General, first as the assistant attorney general serving the Agriculture Department, and subsequently as Chief of the Human Services Division. Before that, she handled a diverse group of clients for a commercial litigation firm in Connecticut. Eileen is admitted to practice in Vermont, Connecticut and Colorado. She graduated with distinction from the University of Colorado with a B.A. in Environmental Conservation (1978), and she has a J.D. from the University of Denver (1981).

Eileen is a member of the Board of Directors of the United Way of Chittenden County.  She also serves on the Board of the Community Health Center of Burlington.

Why I Work at SDRS

I am at SDRS because of the people I work with, the clients we serve, and the issues we tackle. Here, I have the latitude and professional support to build a practice that combines my interest in the legal and public policy issues of human services and health care with my experience in general commercial law and litigation.
